AIOps orchestrator for backbone-link incidents

A durable LangGraph state machine carries an incident from monitoring ticket to port recovery: ticket parsing, diagnostics on both ends of the link over NETCONF/PyEZ, a model-written conclusion, port deactivation via commit confirmed, and a re-check after the repair. Graph state lives in PostgreSQL checkpoints, so a scenario survives restarts and multi-day pauses. The first stage runs in dry-run.
